Born 1958 in Rockford, Illinois and attended early grade school in Pecatonica. Grew up on working cattle ranch near Hyattville, Wyoming. Graduated HS in 1976 and attended the University of Wyoming. Earned a BS in Agriculture in 1980. Worked for the US Dept of Ag from 1984 to 1997. Commercial Banking from 1997 to 2010. Moved to Riverton, Wyoming in 1988. Married wife Jennifer Singleton Neely in 1998. Moved to Lander, Wyoming in 2001 as President of Community First National Bank (now Bank of the West). Son Jacob was born in 2006. Board member of Lander Rotary Club; Board member of Trinity Episcopal Church; Board member of Lander Community Foundation.
